Blind trust. There are two things that could happen
1.) The concessions are included, Republicans all vote for it and all is as promised
2.) McCarthy says frick the 20 and proposes a traditional frick the American People package and 20 democrats vote for it in place of the 20 Patriots.

No, you have to have a majority of the total number voting. If someone votes present, it lowers the total number voting.
