95% of the people on this board have never even been around a pit bull. They also constantly complain about fake news articles, but can't comprehend that the news organizations call every dog that attacks a pit bull regardless of the actual breed. They also want to ban pit bulls and blame the dog but can't make the link to the lefts irrational fear of guns and banning them VS placing the blame on the operator. It's quite remarkable.

I have a 90# service dog that basically goes everywhere I do and I have not had one single instance where I needed a chain for him.
Trash uses chains on dogs.
Want a dog but can't afford a fence? tough shite. Not everyone can have everything they want. I'm living proof.

Give your dog a freaking shelter when you chain it up outside or don't have a freaking dog.
The punishment for violation should be to chain the owner to a tree for a weekend.

True enough. From a small government standpoint I’m not sure why you need a 20 paragraph state law getting into everybody’s knickers though. Can a local anti-cruelty law not suffice for stuff like this? Stuff like this is why our laws can’t even be printed without causing a paper shortage and nobody can possibly know all of them.

'Stop and Frisk' policy is akin to 'no Pitbulls on chains'; it's designed to target a specific demographic of individuals who pose a relative degree of danger to the general public, by merely possessing a dangerous 'weapon'. There is no mistaking the fact that the vast majority of people who possess Pits see them as a form of 'weaponry'. Not that a Pit can break a chain, but those that are chained, go crazy when loosed. I would too.
I know most Rednecks (of the which I identify as) won't like this, but it's okay by me. Other than the 'more Government control' thing. This is not "big time".
