.....funny but no. He is well within his rights to make the TRO as broad as he did. Same for the Texas judge on DAPA/DACA.

It is well settled law in California that if a law is passed which does not do what the lawmaker intended the law to do then it does not matter what the intent of the lawmaker was when they wrote the law. The law still stands.

Yet, in this case, the 3 judges on the 9th Circus ruled against President Trump even though the language of the law does not explicitly state it is a Muslim ban claiming President Trump's previous statements about wanting to ban Muslim immigrants from the USA is proof of his intent for the EO to be a Muslim ban.
