NYC can't be helped until they help themselves. You don't like a 25 year old with 33 prior arrests beating a 64 year old man to death on the subway? Then stop voting for people who let 25 year old's with 33 prior arrests ride the subway, walk the streets, do anything, etc.

This is what New York City votes for in literally every single election. If they're looking for help, the only hand you can really lend is to remind them of this.

At some point it has to be said.. our grandparents and great grandparents would have not put up with this garbage. Examples would have been made and this piece of filth would not have lived to see the next sunrise.

Unfortunately this situation is pervasive and exists almost everywhere.

Democrats will complain that we are a prison state with too many people in jail, but also allow this to happen

Yes, it does matter. Because it ALWAYS matters in the off chance a black person is killed by a white or non-brown person. It's always racist then... but somehow never racist when they do it, which happens much more often.
