It appears she actually had 450 or so hours. But if she was a white man maybe she gets reassigned, as a woman?…very doubtful.

Given that, yes I place at least half if not more on her training officer or the Army chain of command here. There’s no excuse for them to have been flying about the 200 ft ceiling.

I’m assuming it would be normal for both pilots to be using night vision? Flying in a city with so many lights, it almost seems like maybe it would be better for one to have them and one not and work together. But idk. It’s not like they were flying over an empty desert void of light and objects
