They are making examples out of a lot of these guys to scare other police and the military.
They could have legitimately been overwhelmed and had no other option. I mean isn't deescalation what they teach these guys?
If you're 2 cops against 300 people, firing your pistol into the crowd is not going to improve the riot, it's going to make it x10 worse.

There were lots of non-lethal crowd control measures that were not employed, aside from the video of Capitol Police removing barricades and allowing people in.
So no. There was a solution that either the Capitol Police ignored or were ill prepared for.
