They can.
The terms refer to two different things.
A populist movement is generally defined as one “of the people” or of one casting “the people” against “the elites”.
Conservatism is a social and political philosophy.
Maga would be defined as a conservative populist movement.
Occupy Wall Street was a liberal populist movement.
I think what the person was saying is that all elements of MAGA don’t totally align with conservative values. He could also being saying that MAGA is more defined as being an anti-elitist movement than a pro-conservative philosophy movement.

They can be.
They can also not be the next day when public opinion changes. Someone telling me "X is a populist idea" tells me nothing about whether or not I might agree or disagree with the idea. Populism can be anything.
Someone telling me "X is a populist candidate" is a larger problem, because the views of that politician aren't predictable. Maybe I agree with him 75% of the time today, but next year it might be 25%.
