No one was getting it for free - at least not in this case. Fraudsters were registering people, who did not even know they were being registered, and collecting the commissions.

Obamacare didn't go into effect until Jan 2014, and he didn't have an open borders policy. He was actively enforcing the border, deporting, etc.
