The HOA has nothing to do with your private property. I'd call the police next time, fishing or whatever he shouldn't be trespassing.
How far away is the person that he knows live from you?
Its one thing for guys to fish from someone's back yard or the common areas, but if he starts going into backyards and private property you need to put a boot up his arse he clearly has no boundaries.
If he left when you let your dog out without you talking to him, you know damn well he knows what he was doing was wrong.

If I read the thread correctly, there’s some common area between OP’s rear property line and the pond. But OP is upset because he put time and effort into creating fish habitat behind his house and some guy who doesn’t even live in the neighborhood and shouldn’t be there is fishing it dry.

Prawn hit the nail on the head. Is it aggravating as frick? Yep. But long story short is that it doesn't sound illegal. Like finding someone in "your" spot on public land.

Depends on what the HOA rules say about whether or not guests need to he accompanied by a neighborhood resident if they’re utilizing HOA amenities

This happens at my FIL’s lake where each homeowner pays $150 a year. My son has been fishing in the lake for 14 years and just walks around it. He catches and releases. He knows averyone but some new people who occasionally move in. The new ones seem to take issue with a kid walking along the lake where the others don’t care.
If a non resident was keeping all the fish he caught then that would be an issue. You are paying him to eat your fish. Let them know how you feel.

I missed the part about the 15 ft around the lake. I will say this though OP, he’s likely still trespassing and shouldn’t be there.
Most areas like this are owned by the HOA due to the fluctuation in the lake level and because the HOA owns the lake and it’s their responsibility to maintain the shoreline. It’s to prevent people from building docks and redneck things around the shore. Many of these ‘lakes’ are really stormwater basins that need to be maintained in certain manners.
I don’t know about your area, but is your shore really meant to be accessed by anyone or does it look like private areas? That’s a big difference. I mean if for example there’s a walking path and benches around the lake then you have little case here. But if it looks like your backyard that’s different.
I don’t think you can do much as far as him fishing other than just being a pain to the HOA and forcing their hand to get you to shut up. But if he is by himself without the property owner and walking around areas he really should not be then I think you can push the trespassing issue here.

We are responsible for maintaining that 15 ft, but technically it is not our property. You cannot build anything that blocks off property including bushes. Some people tried planting those razor edge bushes a few years ago and they were forced to remove them

Or talk to the guy that's fishing, and tell him how to entice the fish with brush piles in the water nearer his friend's backyard.
If it's an old guy, and you find out he's also a veteran, invite him to fish with you there some time. You can tell him about putting out brush piles at his friend's yard, so the fishing will be good there too.

You are probably fricked then. I'd just talk to him in person. Tell him you don't care if he fishes, but to please stay off your yard.
Its either the HOA's property or its your property and the HOA has an easement. If its the HOA's property, they can't make you manage it.

Just go talk to the guy first. Approach him casually, tell him exactly what you told us, and see where it goes from there.. there’s no need to involve a third party on the first attempt at a resolution, that’s just childish and petty. Just go talk to the guy, he might not know how you feel about it
Did you spend any money on the brush and/or the fish that he’s catching?
