Pressure would do it. Like a plunger. Not sure on best way to apply. Likely from the outflow side.

There isn’t a screen on the inside of the levee? Both of the ones I have do. Why would he want that system for a lake/pond? I would honestly be thinking about redoing that whole pipe design if I was able to.

Maybe take a piece of 4” sewer pipe with a 90 on the pond side of your riser to guide a motorized snake into your drain pipe. Risk is getting snake hung up.

Not sure if there's a screen or not. Went out there couple weeks ago in the boat with about a 12' length of pvc and couldn't even find the pipe on the pond side. Too deep I guess, and wind was kicking our asses. Apparently when he had the pond made, he left a large shelf on one side. Wanted a way to control water level to be able to drop it down and plant said shelf in millet or something.

I don't really see a feasible way to do it without hauling a big arse pump up there and pumping it out for a weekend to try to find the outlet end inside the pond.

My parents have a similar one for their small pond but without any of those slats shown. The overflow goes out the vertical pipe. The horizontal pipe is just for clean out. That being said, that pipe clogged decades ago and water just flows out the spillway now.

My two ponds just have a spillway.

Supposedly the screen is to keep stuff from getting sucked in, mainly turtles. I have one that I can drop the water level to let aquatic vegetation grow for small fish to hide and feed, but it is a valve I can open and it will drop to the desired depth.
Could you get a piece of rebar through the pipe and over the last board? You might just have to break the last board if it is wood.
What is the point of that elbow?

Why not? They're literally the state experts on issues exactly like the OP is dealing with. His pond is also likely way too small to be regulated.

That's what our previous owner thought about our 4 acre pond, had a spillway problem, called them. Bad consequences. Now it's regulated as a class 1 and well I don't feel like typing it all out but if anyone needs to be called in make it a private entity.

No clue why they (supposedly) put the elbow at that end. And I'll add it's probably 80-100' from the pond elbow end to the discharge end at the ditch

Drop a nutria down the riser shaft on the upstream side of the slats. The little bastard will have no choice but to try and dig his way through the clog to get out.

Keep in mind if your slats are wood, he may chew through them down at the bottom instead of digging in the opposite direction.
