With less horsepower and marginally (at best) cheaper ammo.

Would you rather deer hunt with a caliber that's marginal for deer, or deer hunt with a caliber that's marginal for elk?

Friends don't let friends buy their kids a .243

Fair enough. I hunted as a kid with a .243. Never had an issue. Now I usually only hunt with 5.56 out of my 20" Rock River

And along with the 7mm-08 concurrence, get him a Savage Axis in camo. The trigger is smooth and it is a very accurate rifle in the $350 range!

I was actually considering getting a 243 barrel for my Encore as I've been underwhelmed with the 7-08. What bullets are the OB using? I was using a 140gr Accubond in Federal Premium and felt there wasn't enough expansion and energy transferred to the animal. Bought some 139gr Hyperformance Hornady SSTs to try when they became available but haven't gun hunted in several years to see the results.

243 with 100 gr bullets are deadly. I've got just about every deer caliber they make and it's hard for me not to grab my m77 243 when I walk out the door.

When it comes to deer hunting, there's nothing the 243 can do that the 7-08 can't do better, except recoil less. Even then, the 7-08 has very manageable recoil.
