The meter is on the house, what do you mean "meter to the house"?
Water meters are typically located near the street or property line so whoever is responsible for marking the water line will only mark from their main to the meter. The water line from the water meter to the house is not their responsibility to locate and mark. That goes for all metered utilities.

Question: are water lines to spigots usually run inside the house from the main water line or are they run through the yard?
I believe spigots typically run through the house, but if you have an irrigation system that is metered separately, there could be alternate water lines.

We had french drains put in at our house and it was well worth it. I would have been willing to do it myself, but I had 20 trees removed the year before and the roots were everywhere. It was about $2000 and those guys earned every bit of it by having to hand dig the trenches.

What do you recommend I do if my only avenue for a drain to a ditch is intersecting with utility lines?

Ok, i'm about to finally get around to doing this. I know how I'm going to do it, thanks to the help of this thread, but my main question is about buried lines. I'm going to call 811 and have them come out, but someone here mentioned that they'd only check from the meter to the house. My question is specifically related to the image below. My well and where it enters the house is depicted in purple and the electricity and where it enters the house at the meter is in light blue. Now I don't know anything about how they run things. You guys told me the water would come into the house and then be distributed out, which makes sense, I can shut off the water where it enters the house and it shuts everything off, but what I'm most concerned about is the power to the well pump. Is it possible they ran that in a straight line from the meter on the house to the pump? If so, I might have to dig around that. But if that's not typical or even code to how things are run, then it may run off the house corner near the water line. I just don't know, and I realize no one may know without locating it by a properly trained person. But if the 811 people won't do this, then how can I find out if there are lines in the intended drain area (yellow)?
Thanks again!

Thanks again!

There are devices that send a signal through the electrical line that you can pick up with a mobile receiver or wand. I'm sure there are equipment rental places that have them.
