planting japanese millet on the edge of my duck pond

I know hunting over agriculture is not considered baiting for ducks, but if I planted some millet (located in the rigolets, pond isn in the marsh and has no agricultural ties whatsoever) would that be any different than people planting it and flooding it in different parts of the state. Essentially what i am asking is does my location have anything to do with the legality of me planting something to hunt over. , Would this be legal?
