There are equity clubs that don’t flood as much as those along the River.

I don't get why this triggers so many people.
Say you build your house on the high side of a creek that has a wide floodplain on the opposite side. When in a high water event the creek just overflows onto the floodplain. Now say the government decides they don't want the floodplain to flood so they build a levee to contain the creek. Now in a high water event the water can't go wide so it goes up, up into the house that was fine before the levee was ever built.
I'd say the homeowner has a claim there.

We will regret building the Ms river levees. The cost when it does what rivers do will be a million fold vs if we had not tried to contain it.

Rising Tide, great book about why and how. End of the day typical political BS, egos and personal gain from different powers to be. Thing that stuck out to me is how circa original viewing of river by Spanish explorers, Indians told them that every 14 years the rivers flood plain was 15 miles both east and west. Trying to tame that, woof!
