Actually fairly easy to do down there when river is “right”.

I know a west banker that has gotten caught at least a dozen times

Not sure about easy to do, 655 fish that small on rod and reel is some serious catching that’s assuming they never missed a fish or lost one off the hook!!
I looked at the area just south of the empire lock and there is a pipe that runs to the pogy plant. I would bet it’s an outfall pipe either discharging warm water or even some “byproduct” water that had the fish congregated there.

What were they going to do with all those tiny arse fish? I don't see a single one you'd get a decent fillet off of.

A few hoop nets set in the right spots can yield this catch every day when the river is right. The sad thing is they'll probably never recover them after the arrest, unless other family or friends knows where they are set.

This reminds me of those baws who brag about keeping 150 sheepshead. Like who could possibly want to clean all that mess

I would. Love sheepshead. Got cleaning them efficiently figured out pretty well last year. Doesn't take long at all.

Oh I know I have seen it and was fully expecting it to be traps or nets. I used to commercial fish sheephead and we would fish them with a cane pole and about 15ft of line and a jig head with no bard so they would shake the hook free when we landed them.
4 guys fishing all day catching 4-5k pounds of fish was a work out and not stop catching. I’m truly impressed with catching that many with a rod and reel.
