No, I do not believe the trolling motor is permanently attached.

Alot of those water mocassin pirogues have permanent trolling motors that are mounted thru the bottom of the hull, kinda like a mud boat. Even if it is not, if they are caught on the water with it with a trolling motor attached with no registration, they are subject to a ticket.

Makes sense..so back to the original question. They have the hull identification number and everything else. Al they need is a bill of sale or invoice to prove they own it. So would the dad "selling" it to the son count as a bill of sale?

No, they bought it in 2005 and never registered it.

I ran into that problem too. I think if the boat has ever been registered it turns into a PITA unless you have a bill of sale from that guy.

You may need to get a notorized letter from your dad stating his ownership of the boat for and explaining he was the original original owner and doesn't have the original bill of sale. Submit that with the bill of sale and you should be good.
The trolling motor "not permanently mounted" doesn't matter. You have to register it.

This is correct. I would have dad do an act of donation to avoid any tax if applicable.

The WLF guys must have been laughing after your buddy got off the phone with them. I know I sure laughed after reading the OP. Thought it was the joke of the day.
I have never, in all of my 28 years, heard of someone registering a pirouge. We got pulled over on the river in Covington for doing donuts in a canoe with a 5.5 on it. WLF said we just couldnt go around doing donuts in the middle f the river. No LJs, whistles, or registration was brought up.
Speaking of that, would you have to have throwables, LJs, whistle, and registration if you registered your boat and had numbers on the side of it?
Tell your buddy to quit being a puss and just do it. The ticket will probably cost as much as the registration. Stupid kids.

You have to have a throwable even without a TM. Trust me, I got a nice $80 reminder for that one.
