It's just a cosmetic defect. Usually get those puppies for a discount. Won't hurt the dog's performance, but it's mostly an undesired characteristic.

Looks like Jabeaux to me...
I had a female lab and her name was Jabeaux (pronounced jaw-bow). I loved that dog. One of her pups was a field trial champion in the 1970's.
