....once registered one time they know who has then so they can go after them later once they make it an every year fee.

This seems to have been struck out of the current Reengrossed version. Who knows what will be deleted, replaced, changed, etc before it's voted on. Citizens better keep a close watch on HB 691.

What rep mike is saying is, we know this part was unpopular so we said we scratched it so we can pass the rest of the fee increases easily

They announced yesterday the paddlecraft registration was removed

Read the law as written dumb arse. You have 1 year to buy a lifetime license and have it grandfathered in.
That's for the hunting license alone. Same for the fishing License alone.
The combo license is not going away.

Another new thing, is the $ 7 camping permit. I am not against this..... BUT .... how is this going to be implemented? Where would you get this permit? I don't do any "banking" on my phone, so how do I get this permit. What if I decide to stay an extra day but I only got a 1 day permit.
OR.... say I get a 3 day permit, but I decide to go home after 1 day. Do I get a refund? How will this be enforced?
OR.... in the past, I would just leave my camping trailer at the campground for a week or 2. Would I "now" be required to pay for each day for leaving my trailer there?

I thought this was required on the federal level to receive federal funds?
It is, but people don't know what P-R is, so they just complain about LDWF not using funds to improve wildlife and Fisheries.
They don't receive P-R Funds without first using their own funds on eligible projects, which include things like management, research, land acquisition, education, shooting programs, ranges, etc.

Read page 54 & 55 of 72. Reengrossed version. There is a reason they keep saying prior to June 1, 2022. It isn't going to be sold after that. Hunting,Fishing, Combo, or Infant Version
§649.3. Combination lifetime hunting and sports fishing license. Prior to June 1, 2022, any bona fide resident of this state may obtain a combination lifetime hunting and sports fishing license, which shall entitle the licensee to all of the privileges of both the lifetime hunting and lifetime sports fishing licenses provided for in R.S. 56:649.1 and 649.2.After June 1, 2022, the license shall be in lieu of basic hunting, deer, waterfowl, and turkey hunting licenses, basic, saltwater, crab, and recreational fishing gear licenses, and shall permit WMA access.
R.S. 56:649.1 and 649.2 specifically state lifetime licenses will no longer be sold.
I bought my lifetime license years ago, so It doesn't affect me. You and your family and friends wait til after June 1, 2022 then see if you can find one for sale.

The lifetime licenses were great for the public but terrible for the department. I suspect they have spent every dime they collected.

Ya'll are not understanding that regulation at all. Why would they be worried about reducing the combo lifetime license cost from $1000 to $500 (which is item #8 on page 72, btw) if they were doing away with it? Why would the lifetime license specifically be listed in the new proposed fee structure if they were getting rid of it?
The language you are referring to is LITERALLY IN SECTION 649.1 and 649.2, which is, specifically, the "Lifetime Hunting License" and "Lifetime Fishing License". The "Combination Lifetime Hunting and Sport Fishing License", Section 649.3 (which you quoted word for word), will continue to be sold.
The individual options to purchase Hunting or Fishing are going away. The Combo is not.

After June 1, 2022, the license shall no longerbesold, but shallcontinue to provide to any holder privileges in lieu of basic hunting, deer, waterfowl, and turkey huntinglicenses and shall permit WMA access.
They will sell them this year at same price, afterwards not for sale. LDWF will generate more funds selling each individual license than in all included lifetime form. Lifetime licenses are being phased out. You've a 1 year grace period to get one. Dont belive me. Just call your state Rep and Senator.

We just aren't going to agree on this. There are 3 sections on the adult lifetime licenses. Two of the three sections state that:
The third does not.
If you want to die on that hill, be my guest.

And all 3 mention purchases prior to june 1 2022. Why? if there is no cut offdate on them being sold? No date needs to be mentioned if not being halted.

Because it's indicating that those licenses can be purchased, and what they are in lieu of. It also goes on to say in 649.1 and 649.2 that the lifetime licenses specified will no longer be sold, but will serve in lieu of. Here is 649.2 (Lifetime Fishing License):
quote:
After June 1, 2022, the license shall no longer be sold, but shall continue to provide to any holder privileges in lieu of a basic fishing, saltwater, crab, and recreational fishing gear licenses and shall permit WMA access for purposes other than hunting.
Now here is 649.3 (Combination Lifetime Hunting and Sport Fishing License):
quote:
After June 1, 2022, the license shall be in lieu of basic hunting, deer, waterfowl, and turkey hunting licenses, basic, saltwater, crab, and recreational fishing gear licenses, and shall permit WMA access.
Notice the difference? 649.1 and 649.2 both say "will no longer be sold". 649.3 does not.
You can't just ignore the last 3 lines of the paragraphs. That is where the differentiation is made between which Lifetime licenses will still be sold and which ones will not. They are only doing away with the option to purchase a hunting OR fishing Lifetime, and making it that you have to purchase the combo license for $500.

You are correct. Years ago, it cost nearly $100 a year for small game, big game, turkey stamp, state duck stamp, archery license, muzzle loader, WMA permit, etc. In 3-4 years a lifetime license paid for itself. Plus if you moved out of state could return and still hunt without paying non-resident fees. Now LDWF needs monies, so they can now increase all the individual license fees, but need to do away with the new lifetime ones sold. After this year its happening.

The lifetime license will no longer be sold, period. The statutes are crystal clear.
