Then why does the alternative livestock regulation in Louisiana (which applies to all pen-raised cervids) have specific language related to animals transported in from other states?
Why is there a federal law stating that if cervids are transported across state lines, they must have be certified by the state of origin as being free of disease? If it's against federal law?

I agree with Greenhead, its the guys that import deer from up north trying to build a herd with superior genetics that are the roots of how this spreads.

And no, deer do not belong to the state. They belong to us and we have tasked the state with managing them. Private landowners control access, they don't own the deer so you are right on that.
There are people who high fenced near where I hunt that supposedly fenced in three sides then baited up the backside then closed it off. Per everyone I spoke with there were no regulators out there making sure deer were ran off.
I think there is a good case for lawsuit in Mississippi because of a new law called Right to Hunt in MS. When rich POS neighbors cut other people off from deer either by full fence or partial fence the law could be used to sue them. Fences technically limit someone's right to those deer which are owned by the people.
So many high fences are popping up where I hunt. It is insane. Many are just F.U. fences where only two sides are put up because they don't like their neighbor. It is just getting ridiculous. I miss being a kid in Mississippi and Louisiana before the land grab and Whitetail insanity.

CWD was identified in Louisiana when I was a student at LSU in 1999. Two cases were discovered in the Sherburne WMA. I don't know why it is not on that map.

I don't know what the story on that was.
When i was a student we were collecting brain tissue and two came back positive and that is as far as my knowledge goes.

They can end baiting as far as I’m concerned. The hunting will probably improve a good bit if they do.
