During a storm. The rain washes a lot of bait (storm minnows, anyone?) out of the grass and the fish seem to turn on. It sucks being out in a pissing thunderstorm, but we've filled some boxes very quickly when we were stuck in it.

I'm no expert, but I'd say during any period of moving water. Either high or low tide.
