Is there a corresponding dewhicky on the bottom? if so some type of gearbox most likely.

doubt the pole base theory as 70lbs would not be heavy enough

I did a google "search by image" to look for similar looking images and this was one of the similar images. Looks like Google needs to work a little harder on that feature.
