I'm not sure, I hadn't heard of him until that video made news. But it's a part of this youtube/twitch culture. It's huge. I follow video games a good bit and publishing companies are paying youtube "influencers" to hype their games as well. The audience is huge.
I can't tell you what his content is, but with 16 million subs, has to be something people like.

you think YouTube and advertisers are going to keep someone that has had 168 million views in the last 30 days suspended for long? Logan Paul is an online advertisers wet dream. I’m surprised he even still relies on YouTube instead of just using his own site

It’s called the Adpocalypse. Advertisers stopped with PewDiePie, the biggest YouTuber in the world who is worth hundreds of millions. If they’ll cut of PewDiePie’s ad revenue (someone who is a decent human being and civil), they’ll sure as frick cut this little cocksucker off. YouTube’s overall goal is to turn into a glorified Hulu and run all the content creators they don’t like into the ground.

I doubt it, but I'm sure they are thinking this is a paper to the nose for Logan and maybe he'll shape up.

I guess I don’t really understand how YouTube and ads work, why do people with millions of followers rely on YouTube? Especially if they threaten or take away as revenue?

How I understand it, the only other way you would make money is for your followers to make monthly donations to your channel, which I assure you, he wouldn't have 16 million viewers then.
And the monetization of videos on youtube now is a weird beast. In order for you videos to be monetized (I assume have ads show on them), you a) have to have at least 1,000 subs, and b) over 4,000 hours of view time on your channel a year. Again, they have to protect the advertisers or their bread and butter is gone.
ETA So the point is, if you want to make money on youtube, you have to put in work. It's not as easy as just recording yourself saying a bunch of dumb shite and cha-ching.
