Not anymore, rules changed and you can't get a permit in a residential district without a homestead exemption.

There’s new construction and renovations all through out that neighborhood.

Louisiana to Washington. Bordered by La Salle & St Charles.

That’s how it starts. It’s gentrifying. Drive through there

Fun fact: AirBnB'd that house for my kid and friends last year for Mardi Gras. Centrally located (no pun intended). They will get asking price.
