I used to be the HIPAA officer at my hospital. Based on everything I've read, it depends on how the physician obtained his info and how the disclosure paperwork is written. We all sign that HIPAA paperwork without reading like pressing accept on an apple update.
If the disclosure says the physicians within that group can share info with each other than your friends dr did not violate anything. If it does not, her treating physician can get into trouble for disclosing to Dr. Dick. If Dr. Dick looked up the record on a shared network, this is a violation bc he is not treating your friend. His looking up her info is like if you worked at a hospital and looked up a celebs info bc you were curious. 100% wrong.

He was in violation when he disclosed info in front of his other patient, even if she was his patient and he had a valid reason to access/know her medical history, this would be a violation.

It's hard to make sense of your story but it doesn't sound like you were there so you really don't know what actually happened other than what your friend says. Why are you so obsessed with this? It's generally best to let people fight their own battles.

I would think most doctors wouldn't act out like this because they got a dosage wrong. That can be fixed.
Not saying what happened was right, but I feel like info is being left out somewhere.

Hey genius it was the mil doc not my friends doc! She only went with her mil because she is elderly. You are what us common folk call lazy half asser know it all because you failed to comprehend anything you read . Then you comment on a subject that you think you know everything about. Wrong.

The prescription screw up was a big f up and the doc really thought he was right and was an arse about it. My friend has no reason to lie. She doesn't need a free visit. She does want to file a complaint though because that doc was dead wrong.
