Yes, he ducked up. I’m not even saying he was a good general. But everything I’ve ever read about him has been mediocre/him being crazy. Burnside was much much worse in my opinion. And honestly, there’s so many bad generals in our history that just aren’t as commonly known. Hell, the confederate generals in the western front were like watching a 3 stooges sketch

His major mistake was waiting once he knew the marching orders. Otherwise he was good at organizing the army, upon which it built further success.

I see you're getting some push back but I appreciate your response.
I named him because of his level of influence and the impact of his decisions but I understand that others were more tactically or operationally inept.

I Think, even though he wasn’t a general on the battlefield during the Civil War, the honor of the worst goes to Jefferson Davis. Had anyone with half a good military mind been President of the CSA, the war would have looked much different. Grant criticized Davis’ ineptness in his memoirs and Davis made a ton of puzzling choices with his generals and their objectives.
