Why would you go to church hungover? I would think the worst place would have to be somewhere you are forced to be.

I've never been in jail.
The answer is a plane.
You can't leave, you can't lie down, you can't do anything but stand in the bathroom, you're sitting to close to people, you start sweating b/c you're about to throw up and the air coming out that tiny hole above your head isn't doing anything, and you can't leave.
You can leave your office, church, etc. You can't leave a plane.

A brewery is a great place to be hungover as long as they have a bar. Chill, force down a beer or two and then go grab some food. Hangover gone

At a customer's office/on a sales call. Good part is that the customer generally feels as bad as you do. I don't do that any more. It will take years off of your life.
