You'd have a better argument if there weren't countless videos of male officers struggling to do the same thing.

Don't get me wrong, that video is bad. Police depts have been struggling to hire people for a good 5-6 years now. Most cities are understaffed. Nobody wants to do that job anymore; most cities are hiring simply whatever they can just to keep numbers up.
Cities and taxpayers have options. Invest in your police department and hire quality applicants, or neglect it, and hire shite like you see in this video. Police depts can do a better job of earning trust of the taxpayers to invest in them also. It's a failure all around, will just keep getting worse. Stop giving people stupid tickets and going after random dudes with weed, cracked windshields, speeding a few mph over, etc.

First of all, it’s not easy for any officer to place handcuffs on a resisting person, especially if they aren’t on the ground yet.
It requires good technique. Multiple officers USUALLY DOES make it easier to accomplish , but ONLY if they coordinate and use good technique.
Having said that, MOST female cops can’t handcuff a resisting man (or woman for that matter). It’s blatantly obvious during training. Everyone is placating them.
Most female officers don’t even figure it out until they are already working on the street.
ETA: I guess I’m not surprised at the down voter, but curious if the poster has ever been through the training or given the training, or worked on the street with female cops.

Basically they should just keep them in female prisons, at the jails for body inspection of female arrestees, etc.

IIRC it was because of the new female Mayor demanding diversity in the Academy.
