The bread comes in frozen lengths that are allowed to rise before baking. The ingredients that go on the sandwich are generally premeasured or counted (# of tomato slices, meat slices, etc.) for consistency. The whole loaf is used for a foot long and it’s cut in half for a 6 inch.
If they screwed up and didn’t stretch the dough lengths to the edge of the pan before baking, it’s possible the loaf wasn’t a full 12 inches to start with. However, the same amount of dough is still there, it’s just wider or more dense. The same amount of ingredients are used for every sandwich. Assuming the worker didn’t leave a 7.5 inch piece on the other side, she literally got cheated out of some extra air.
