With the left open possibility of reclosing if cases spike again

People will riot if they finally get able to go back to work, then it all gets shut down again.

We should expect some spikes. Hell, does anyone think cases will go down when things reopen? The key is that we will be comfortable that the health care system will not be overwhelmed and we will be able to carry on.
