Why are these advisories put out in all caps? Isn't that still frowned upon in 2017?

It is a remnant from the teletype machines that used to send these messages out in the pre-internet days

I love when Yankees give southerners shite about shutting down for snow/freezing conditions.... pretty fricking sure we don't piss tax money away on salt and other winter equipment we might use once or twice a year.

exactly. alleghaney county ran out of salt in 2013. sucked arse easter weekend. sand doesn't work the same
