I'm pretty sure I read somewhere that they actually though that it would catch on, and that they could "force" the NWS into following their lead. Didn't work.

Well, a winter storm is 6" plus of snow or a quarter inch of ice. Usually isolated areas.

Primed to unload a mess for western NC and VA. East facing higher elevation could easily hit 20". A mix of ice and very heavy wet snow for a big chunk of the Carolina Piedmont.

T seems to me that winter storms were localized events based on snow or ice totals and potential. I believe that's still how the local weather service uses the term.

IIRC... TWC names their "winter storms" when a certain total number of the population is put under a "Winter Storm Watch" by all the local NWS stations

esp. since what constitutes a "Winter Storm Watch/Warning" changes with the location... how prepared for winter weather the area is

for example... the threat of even a trace of snow could bring winter weather advisories/winter storm watch/warning to the south... meanwhile further north they'd just brush that off as nothing

Still basically the case. The criteria for a winter storm watch/warning varies per region. They have a lower threshold for New Orleans vs you up in Alaska for obvious reasons. Oklahoma today is rolling out winter storm watches for potential of 4" and some ice. Mountains in NC got a warning for 10-16" and .1" of ice.

All called for based on the criteria for the local.

The Weather Channel is trying to hype and scare people about storms for ratings. Ignore that channel.
