or he could have done the thing normal people do. Call the police and report a hit and run and give the other car's plate.

I think the getting out of the vehicle is the big issue. If he got out brandishing the weapon, that is definitely not good. If he got out with it concealed, not a big deal in my opinion.
Neither woman has said they saw a gun up to this point, so I have to believe it was concealed.
