Does any one know the story about why it appears half built? It seems if they added some exits, it would be more utilized. It could relieve traffic on Airline and I 10 in Metairie.

Jindal ignored it during his second term while he was trying to run for POTUS, that, and misuse of Garvee bonds

My HUGE question. Why is the speed limit only 5mph faster than airline? It's a damn freeway with a 50 mph limit and radar officers always on it.
It was supposed to originally terminate near Roosevelt and Airline and be the main artery from the city to the airport. Kenner NIMBYers killed it.

They are planning to add a causeway interchange in 2024ish.

It was going to extend all the way to the airport till Mitch decided to build the new terminal completely opposite to where it would have ended.

As recently as 2016 the land west of Hickory was being cleared and graded, like they were going to extend it. But haven’t seen any activity there since.

I think you just answered your own question.

It was originally designed to connect to the airport. Once that was no longer needed, it was designed to ferry people from their homes in Metairie into the city.
That's why most of the onramps are inbound and the offramps are outbound. Once people in Metairie got on, it was assumed they would not exit until they got into the city where it ended, and in the afternoons, people wouldn't get on it unless they were coming from the city to go home.
I know in LA, we are used to people treating freeways like local roads, but it was intended to be used mainly for commuting.
There's actually a project on the state list to extend it all the way to 310. Part of this would be along the old railroad tracks that run alongside Airline. But a lot that area has now been built over... so ROW expenses would be sky high.

Construction is already underway for the Causeway interchange on the outbound side.
