Was the Google car at fault? I read that the few accidents the Google car has been in it was human error on the other driver (of course it could be them covering up the truth)

Insurance companies will continue to adapt to technology.
Volvo recently announced that they will accept liability for their autonomous vehicles.
Even if liability was covered, you will still need comp coverage on your vehicle for glass or a tree falling on your car.

Then Volvo will then be the one buying the policy from the carrier. There is no way even companies like Volvo could insure liability for all their vehicles. Insurance will always be there in one form or another.

I'd be willing to bet that somewhere in the fine print they'll try to exclude themselves from any liability by saying the person sitting in the driver's seat, although they aren't driving, needs to remain alert and will be responsible for overriding the controls should an emergency prevent itself.
This will cost insurance companies $$$$$ to fight and prove it was the wrongdoing of their car not the human. If proven that the car F'd up or has a failure, then they may have some liability, just like they would if you can prove your brakes failed for no reason.
One thing is for sure, no manufacturers or companies anywhere are volunteering to take liability for anything. They're always trying to pass that to the consumer and/or the user. That's why you carry insurance.

How many shitty 10 plus year old cars do you see on the road today? Even assuming the government doesn't require insurance for self driving cars (laughable) it still takes a while for entire fleet years to turn over.
