The only terrible public schools are those with mostly Black or Hispanic students. And really it's just the Black schools b/c Black culture doesn't value education and bettering yourself.
And at least the Hispanics schools have a better reason to be low performing ... many of them have English as a second language or have no plans to go to college after high school. They have a plan in place to make money doing blue collar work and have less behavioral problems unlike the Black schools

Ideally the cop would have just left and the police department would release a statement that due to the school administration not allowing them to do their job, they would no longer respond to calls from the school.

The cops can't leave an active emergency call because of inconvenience

Were the police there on official business? Was the teacher union apprised of the situation? Were they ever able to locate a scholar in the building? Was this more blacksplaining or copsplaining?

The parents yes, but most of the kids in Houston speak English and Spanish pretty readily.

I've found a better gauge to be the percentage of students that get free or reduced priced breakfasts/lunches. You have places like the Woodlands that are full of rich Mexicans in 800k+ houses, for instance. It also makes it easier to pick the "good" elementary schools that are closer in to town that will be full of your neighbors that build multi million dollar mansions in gentrifying areas that are actually majority Latino (but generally older without kids in school).

The problem is the culture. Education is very low on the totem pole. Kids who try hard and do well in school are mocked and ridiculed by their own damn families for acting too white.

But still Black middle class and upper middle class kids are more likely to perform closer to the level of Black kids in poverty than their peers of equal socio-economic status. I read studies about that.
I don't know where you live but in Baton Rouge every year every single National Merit Scholar and Finalist is non-Black. It's been that way for decades. National Merit Scholars are disproportionately middle class and higher. There has been many Black kids of the same socioeconomic status in the city but none have reached that level of academic success. Also Baton Rouge Magnet High which is like the #1 high school in Louisiana has been around for like 100 years and had thousands of Black students come thru ... NOT ONE has been named Valedictorian or Salutatorian. In fact the best Black students there are second generation Black immigrants .... not even traditional African Americans.
Hispanics are a little different. They do better than their Black peers but of course still behind White and Asian. It's a culture problem. Black culture is based in anti-intellectualism, laziness, attention-seeking, and debauchery... more so than any other culture. Money don't fix that. Many poor kids have grown up to be doctors, lawyers, etc b/c they had the discipline and mental strength to be that ... money cant buy that.
