Huntsville, AL downtown is decent, really enjoyed a recent trip there.

Whats that old wives tale saying, something about everything you love about downtown BR is bc of __ people?

Perception is reality. If the board perceives it as dangerous and homeless, I venture to guess the general public does as well.
And the fact that the product you get is not worth the uneasy feelings and hassle of getting there from the nice residential parts of the BR area.
I've been out there a handful of times post-covid and each time had the weirdest vibes and clientele. The groups I was with always left after a short time and went elsewhere.

The endless suggestions that new downtown, Catfish town, Beauregard town or other redevelopment projects be attempted amuse me.
Been done and failed so many times.
The crime and urban blight will smother all such efforts.
These are also undefeated.

I would say of cities roughly the size of BR, more of them have at least a decently bustling downtown than don't. ETA, and by "downtown" it can sort of be downtown adjacent, and not just necessarily the immediate office tower area.
Sure, none are really the main shopping districts for people in such cities, but many many have decent 7 day a week entertainment and recreational offerings that draw people in.
One poster made a good point about Covid killing off a lot of activity in a lot of places, but a number have seemed to be able to turn that around to some extent.

Sometime around 2006 Roux House and Happy’s really got 3rd street going. Then places like Boudreaux & Thibodeaux’s, Lucy’s, The Office, City Bar and others opened and they stayed packed most weekends. There was basically a bar for all types of people from 21-35.

Everything you love about North Baton Rouge.
Shreveport/Bossier has tried a half dozen iterations of an entertainment and shopping/dining scape on both sides of the river downtown. It dies the same slow death everytime. You have hordes of unsupervised yoots that drive away any potential paying customers, any attempt to control or supervise the yoots is met with cries of "racism" and "muh patriarchy" etc. So you lose any paying customer base and the businesses close. Then the businesses that went broke are called racist for closing ( mind you the hordes of yoots never spent any money just used it as an outlet to stand around, twerk, fight, shoot each other etc. ) rewash and recycle. Its no more complicated than this.
You can apply this exact same formula to every closed dead mall or similar venue. The business will move closer to the paying client base until the cycle repeats itself and they move again.
