Same reason fed employees who are unvaccinated still can't travel even though there is no testing, no masks, and no social distancing in the office or on planes.

What is really screwed up is that order only applies to people who arrive via air. If you take a boat, car, bus, or walk, no test required

So the solution is to fly to a border town, cross the border by bus, taxi, uber, etc. Then fly abroad from Canada or Mexico. Reverse to come home. Or get the fricking test, stupid as it may be.

When NYC was on lockdown for people flying in (had to quarantine for something like 10 days when you got there), you could fly into Newark, then cross via uber or taxi and no quarantine. It was absolutely ridiculous.
