They (the state) have to build the interstate standard roads from Laffy to St. Mary first or Raceland to 310 to call any section of US 90 as I49.
The section from Raceland to Berwick is interstate standard. Sections west of the Wax Lake Outlet to past New Iberia are interstate standard.
Now the Lafayette downtown section needs to be done, and the state needs to go back and redo the sections where they put all those Jturns several years ago in Lafayette and Berwick/Patterson areas.
I had to scratch my head why do all of that work instead of just adding a one way service road on each side and on and off ramps with Texas Uturns and elevated crossroads. The Berwick/Patterson area is a little more tricky because of the businesses that built way too close to the road and the DOTD engineers that built the road so close to the railroad track.

I remember people back home throwing a fit (my parents included) when they put them in. They’ve warmed up big time once they saw how much safer it was.
ETA: understand your post now. They’re going to have to likely bypass Patterson to the south to make it work honestly. Too much going on 90 now to pull it off
