lots of reasons have been listed that are typically the main reasons, such as environmental regulations, existing infrastructure being part of the surroundings of new infrastructure, unions.

People have specific jobs that they are trained and certified in.
Sometimes you have to wait on a coworker to do something before you can do your job.
I've worked on government projects. In general the problems aren't really with the guys on the ground but with management and regulations.

Based on my current home renovation, there is also the issue of every worker disppearing to fish/hunt/eat crawfish at every possible opportunity. They must work a staggering 15 or maybe even 20 hours a week.

There's no doubt that the government is inefficient, and the process could be speed up, but the reason places like China can get stuff done so much faster is working conditions. Outside of the US and Western Europe workers are still worked damn near to death.

They are STILL working on that Stabs restaurant on Jefferson near me. I have no clue what in the hell is taking them so damned long.
After doing some research it looks like they bought the building in March 2014; and construction started sometime last summer!

It has a lot to do with the type of workers, from top to bottom really. There isn't much incentive in construction, especially if you're a contracted employee that has to look for work every time a job ends.
If construction contracts were incentive based, things would be a lot different. Like, say each employee that's been there from beginning to end gets X amount of dollars for the job finishing early or on time, then things would probably get finished.
However, a lot of contractors get paid a certain amount each hour for the employees on the job, so things kind of drag out so they can bill the customer more.
I know cb&i used to get like, for conversation purposes, $50/hr for a welder and $150 per diem for each welder. So, they would pay the welders $40/hr and $120 per diem. They were never in a hurry to finish jobs bc they were racking up money. Sometimes, they'd even lose work, but they still got theirs, so it was no big deal.

I'll tell you right now the biggest issues we have in our industry (industrial construction) are safety and the spoiled workers we have that were created by safety. Ask anyone who works in plants or refineries and I guarantee you they will say the same thing. What would normally take 15 mins takes a day due to safe work permitting, possibly confined space evaluation and designation and then permitting for it, you can't tie off to this to do this task because it isn't signed off on yet so that delays this other thing from getting done. It goes on and on and on. Workers work 30 mins and then break for 10 in the hotter months.

Don't know about the actual construction delays, but there was a delay based on an easement by prescription of land. Apparently a fence was built on the property years ago by a neighbor and they didn't have the area for parking that they originally thought, so the new owner had to purchase a house in Bocage to acquire more property for adequate parking.

It's a flat out lie. That article is like someone's wife that watched a DIY show and then asked her husband why he couldn't do a complete kitchen remodel in 30 min.
