Credit card vendor might have limits to single transactions. Gas station itself might do it to limit exposure. (ESPECIALLY the older or more ghetto stations, their equipment only validates a card for $1 then bills the full amount after you pump. Newer stations pumps cutoff off in realtime if the card becomes maxed.)

I meant the station's pre-auth system can't automatically ask the card issuer how much it can charge after a swipe. The issuer won't give out that information.
As for asking the customer how much they want, that could work. But it is an extra step.
