It's makes complete sense if you sit and think about it.
Any other store can authorize the actual purchase total.
They know when you swipe if the money is there.
Gas stations pre swipe.
The analogy if other stores would do this is if you would swipe upon walking in the door, you can load up your cart, and the store would just have to hope your card can cover all purchases.

It is up to the card issuer to set the cutoff amount. Some of my cards will cutoff at $100 and others $125. I have to keep 4 different cards to get fuel with b/c if you stand there and keep swiping one over and over they will cut it off.

And I've used mine back to back and never had a problem getting a 2nd authorization

this is to eliminate fraud for the gas station and the issuing bank. Basically in order to issue or accept visa/mastercard you have to abide by their rules. their rules make the bank and or the gas station responsible to fraudulent transactions. so in order to prevent a massive loss they put limits on purchases. this is why you can only get so much from an atm in one day.

the question has pretty much been answered already
its because they don't know how much you plan to spend so they set a maximum amount and authorize for that to make sure your credit limit can cover it
the preauthorization process may differ between amex, visa, mc, etc.....but based on their rules, the gas station sets an amount they feel will satisfy most customers needs by the time they are done pumping

I have a 36 gallon tank. I walk in and pre-pay $130 and I'm set. If I don't pump $130, the amount goes back on my card. Receipt with refund is printed at the pump at most stores. Some places make you go back in for the refund.

I have never experienced it because I use a credit card or amex so I get reward points.
But, my son has told me this has happened to him on multiple occasions BUT he always uses his debit card. And he usually has a low balance.
Did the OP use a debit card?

Or just use a different card. Why try and use the same card if you know it's going to be blocked for x amount of time?

most places have the maximum set so high that most cars won't ever see it
like the OP, i have a 36 gallon gas tank, so i'm over 100 dollars quite regularly
i typically go to the same texaco near my house which much set the limit at 125 or higher, because i've spent pretty close to that with no shutoffs

I think the only time I ran into this was on a road trip with the extended family. Dad swiped his card, filled up, then drove off and I pulled up and pumped mine. It cut off at $100 and I had only put in about $40 into my truck. I knew it would hold another 5-6 gallons so I just swiped my card and filled it up.

This is not right, at all. The correct answer has been posted a couple times already, but I guess it needs more explaining.
When you swipe your card, the station places a hold on your card just to make sure you have the money. Problem is, they can't just ask "how much can I charge?" and set the pump to cut off at that amount. Instead, they have to ask the card issuer if they can charge $X. It's up to the station how much they set $X to. Set it too high (say, $200), and a lot of cards will get declined and you miss out on sales. Set it too low, and customers get frustrated when the pump cuts off too soon. They have to find the right balance.

I hate when I pay at the pump, for the sake of convenience, then the receipt printer is out of paper and you have to go inside and wait in line to get a receipt.

Probably has something to do with the guy a few years ago that got a 60 billion dollar credit card bill for gas he pumped.

they all have a screen and keypad, so why not ask what amount you would like?
seems like it would work just fine
