because that's what it is.

a : the people living near one another
b : a section lived in by neighbors and usually having distinguishing characteristics

It's a bit of semantics but to me a collection of homes in a part of town is a subdivision.

A neighborhood has mixed use properties including stores, restaurants, maybe schools, and public buildings.

Never been a fan of subdivisions.

So couldn't you say a group of subdivisions is a neighborhood?
