Why do people think they can block a free lane of traffic because they need to merge over?

Shits crazy man. You see this all the time. This guy decided to sit and wait to get over into a stopped lane when ours was free flowing

Happened to me the other day. When I blew the horn she flipped me off. She had a Catholic Church sticker on the back glass. :rolling eyes:

I see it all the time and never got it. Generally it's that guy who didn't want to wait in a long line, yet wasn't aggressive enough to pull into a hole in the line so he is stuck waiting for someone to let him in.

The OP specifically stated this person is trying to merge into a line that isn't moving, so it doesn't apply here. If you simply can't zipper in then yes you have to keep moving forward.
But yes, the zipper merge is the correct method. It must suck to be a sheep and mindlessly get into a lane before you have to.
