Why do people keep calling this “quarantine?”

The real problem in the wording used by governments in all this is the misuse of "shelter in place". The next chlorine leak, a real shelter in place event, is going to have people at risk bc they won't understand the severity of the situation

Isolation - you have it and don’t want anyone to catch it
Quarantine - you may have been exposed and you hope you don’t have it.
