Especially compared to Gallier Hall. The downgrade is stunning. That dilapidated building across from the archdiocese has the same look, although it's probably not quite as bad as city hall.
I generally think the Vieux Carre Commission and guys like that are petty tyrants, but then you look at those kinds of buildings and it's easy to see where they're coming from.

Architorture is what I've heard it referred to as. The old Rivergate building where Harrahs is now was quite different. As for the Sydney Opera House, the people there hated it when it was first constructed (much like the French hated the Eiffel Tower), yet now it is a symbol of the country that is quite beloved (again, like the Eiffel Tower).

I was in Dresden shortly after the Russian collapse. The crap they built in Dresden was horrifically ugly (Dresden was mostly destroyed by British firebombing for those who don't know). Just block after block of big, ugly, poorly built concrete boxes. The most depressing city I've ever seen. This is what they considered high end construction, most of it was uglier and crammed closer together:
