People can do what I’m gonna do on my next house:
Metal roof, gap between roof and decking, with the bottom coated with a ceramic based solar barrier spray on. Same as some restorers put on classic car interior surfaces during restorations.

I was part of a startup company many years ago that had a construction method for commercial big box roofs that saved substantial energy. I learned a lot about "white" roofs in the process. Here's why you don't see them everywhere:
1. The visual color as a measure of reflectivity is of limited value. What really matters for heat retention is the "color" in the infrared band. Not all "white" or light colored roofs are created equal, and it's not close.
2. Visually dirty means just about black in the infrared. It was shocking to see how fast heat reflection deteriorated on white roofs. You could barely justify one on a commercial box with annual cleanings in S Texas. Anything east of roughly College Station or N of DFW required bi-annual cleaning, otherwise performance was barely better than black from the internal building envelope perspective.
3. Concrete tiles and the like perform better because they have many times the thermal inertia of a composite roof combined with slightly better R value. Color is secondary on them, and like with white roofs, performance degrades quickly.
4.Metal roofs do well in reflectivity, but transmissivity and thermal mass are both awful. That's why you only see them commercially on metal buildings.
Much of the rules and laws being pushed are feelgood BS that nets nothing to 1-2% at best with a much higher initial cost and greatly increased ongoing maintenance. Nevertheless, it's been forced into so many big city codes and the suppliers get higher margins that it has become a classic self-eating watermelon.
That startup I was part of? Billion dollar idea and patent, inventor and first investor with 5 cent mentalities who didn't trust anyone, much less each other, or the people who tried to help them. I was the last member of the team to quit on them. Patent should expire soon, maybe someone else will take it up.

Ok I tried it and not only did all my shingles come off but I fell and broke my back. I'm in th hospital in traction. Why didn't I ask OT first????

One property we had in NOLA had two houses on it. The back house had a broken slate roof and we replaced it with white shingles. People told us we were foolish, but the temperature in the second house (whose windows were at the height of that now-white roof) took a lot less air conditioner to cool the back rooms.
All surfaces near the river need to be cleaned from the mold and from the smoke that comes off the ocean going ships on the river. Much of the time, the roofs are cleaned by torrential rains.

With proper insulation, the color of your roof doesn't matter.
