I actually made some of this yesterday.
Ingredients:
750 ml – Grain Alcohol (Everclear)
1 Tbsp – Glycerin
3 Tbsp - Hydrogen Peroxide 3%
13 Tbsp – Distilled water or boiled water
Instructions:
Mix Alcohol and Peroxide together
Slowly stir in glycerin
Add water to bring to bring to final volume

I had to buy some a while ago to cut shellac for a project. On the can it said, "Glass Cleaner", so I finally tried it the other day to clean some windows. It works great, particularly for film from an unvented propane heater. It streaks, but one pass with Windex after the alcohol and it was clean.
