Why are Louisiana Catholics the least charitable in the south?

Mostly green everywhere until you get into Cajun Country.

Probably because the Catholic Church doesn't push 10% tithing, especially on poor people. They're taught that you can volunteer and give your time in lieu of money.

Part of the problem may be That we spend so much on Catholic education for our children because of the piss – poor public school systems down here, that we feel tithing any extra money to the Catholic Church may be a financial burden.

Because the idea that South La folks practice southern hospitality like the rest of the south is a myth. The southern part of the state is full of greedy rude arse holes.

What % do you give
And hospitality has absolutely nothing to do with a monetary donation.

Maybe they saw the exhibit twenty some years ago at the New Orleans Museum of Art about the Treasures of the Archdiocese
of New Orleans.
The statue of the Blessed Mother was wearing jewel encrusted clothing including a dress and cape. The jewels (some of them were big diamonds and rubys) were donated to the Archdiocese by women who gave their wedding rings and all their other real jewelry.
Do that for enough generations, and somebody remembers.

They spent it all on beer and raffle tickets at the church fair.

It probably has more to do with Catholic population density. The rest of the South is very religious, but Catholics are the minority.
Catholics in those areas may feel the need to give more to keep up with the other larger denominations. I also suspect they give more to help maintain the same level of charitable outreach and programs in their area as there are in heavier catholic regions of the country.
Catholic dense areas in the NE and Midwest don’t appear to give a large percentage either.

Are the school systems really THAT bad in Louisiana. Most high schools are very lazy, that's a given. But for me to spend 15% of my income on private school the situation has to be desperately bad. Like the schools literally teach nothing or it's a fight for survival.
