Yep, another area the duration something has been occuring can come into play.
On the flip side of the coin, the duration within a given business day they do something could go the opposite way for them, when viewing how reasonable something may be. If they are running these machines non-stop the entire day, could definitely see a court ruling that would not be reasonable.

That bubble machine is a warning.

My first thought is "frick the VP". Do your due diligence in checking out the surrounding properties for potential issues before just jumping into something like a naive idiot.
Then I watched the video. The VP's words, mannerisms and the fact he refused all attempts at compromise tells me he's just a whiney bitch who is purposely trying to make a molehill into a mountain just so he can completely get his way (this was especially underscored when he fretted over the possibility that a bubble land in his drink - oh, the horrors!). This reinforced to me that my first thought was a good one.
Parking in the Frech Quarter is largely public. His knowingly and willingly parking there despite the continued bubbles shoots his argument in the foot as none of those parking spots are his property.
Soap and water aren't really known for harming paint jobs. He would have to prove the specific chemical makeup of the solution is causing harm to his vehicle. His case could be easier if other residents in the area have complained to/about the bar's bubbles on their vehicles and those claims went unanswered. If there have been no other complaints, it underscores his whiney bitchitude.
Louisiana's private nuisance laws (La. Civil Code Articles 667, 668 & 669) state that if the business’ actions unreasonably interfere with your property (a car, in this case), then the business may be liable for some/all of the cost of making you whole. However, there are some caveats for the business having prior knowledge of such problems (prior complaints) and/or the issue being hazardous in nature.
Bubbles drifting onto a public street might qualify as a nuisance (depending on the judge), but he's going to need to show significant harm, which is hard for non-damaging bubbles.
