So if it’s decided that they violated some ordinance or need a permit for this, will a governing body just say, “well you’ve been doing it this long so we are just going to let you keep going” ?

Sure, you’re there first, but if you can’t keep something ON your property then it ceases to be a “it’s my property” issue.

It’s the same (maybe worse) thing as light pollution.

Could this also apply.to an ordinance that was violated?
Desuetude, in legal terms, refers to the idea that laws can become unenforceable due to a long habit of non-enforcement or lapse of time, essentially becoming obsolete
